Nice to hear its on the road. Yes Rotunda did make a headrest for for the 66, a bit ugly though. Cant remember where I've seen it but I'll look around. As for seat belts, you can buy them through a number of people, not sure if you will need Australian standards. Salva at Mustangs West is probably the first place to go if you dont feel comfortable fitting them yourself.
Just found an add for a more modern set of headrests from California Mustang PNo 612A18 were $290/pair in 2005.

hi mate - i'm in perth also.  2 things i can highly recommend: first as you pointed out, are seatbelts.  good quality repro's can be bought cheap from National Parts Depot or Mustangs Plus in the US.

one thing that i highly recommending doing to any early car  is to retrofit a dual-reservoir master cylinder and proportioning valve.  its a must.  i get mine from cobra automotive.  they have the best quality IMO.

cheers

Its a great feeling to drive the muzza ! drive around and around, you may never get used to driving it , so remember, that is what you tell your handbrake,"im just tring to get used to driving it,Ill be back soon"
