I dont know for Vic, but in NSW it would be a roadworthy defect.
It sounds like you have excessive movement in your steering joints.
lie under the car [chock rear wheels] and get someone to move the steering wheel freeplay only, [the 1/4 turn ] while you have a good look at the pitman arm, idler arm, tie rod ends etc to see which one has the excessive movement.:o:o:(
Also check the flexable coupling where the lower end of the steering column meets the steering box,
