I'm sure you can't iirc WA transport rules. The idea is that it can be clearly seen by an officer from the curb side if the car gets pulled over, without the need to step onto the road risking being hit by traffic. In other states, you can place the sticker on any fixed LHS window (one that doesn't wind up/down) too but I don't believe that is allowed in WA.
