Does anyone know where I can buy the retainers to hold on the hub caps for 12 slot wheels.These retainers are held in by the wheel bolts

Depends on what ones they are. Some makers have screw on caps, come clip on.
What brand rim?

Their ROH rims with year 78 stamped on them.they are clip on type retainers that sit under the wheel nuts and i need just one off as I have the other three.

Try a ROH dealer. They are specific to them.
