Once you couldn't but I think there are a few apps now floating around. Do a Google search on it "adobe flash for ipad"

Thanks mwizz & CPU, tried iSwifter but that does not support 3G so I used Cloud Browse which worked. It has a 24hr free trial, after that viewing time is in 10 minute blocks for the free version.
