Peeling clear coat of paint

I have a red 66 coupe which has a problem with a peeling clear top coat.
To get a reasonable finish on the car I think I will have to remove all the clear paint and re-apply a new clear coat.
Does anyone have an idea on how I can do this while leaving the red paint underneath intact?
Any help would be much appreciated.

You dont need to remove the clear coat entirely just sand it back to remove the loose flaky bits and apply a new clear coat.  However for a better, lasting finish, and youre right in assuming its best to sand all the clear coat off and start over.
