C4 auto

1966 Mustang C4
Looking for some help with my C4. I just did a rebuild on my C4 and now it will not shift into 3 gear. It shifts 1 & 2 but not 3rd.
i replaced all the bands clutches and bushings and iron rings.The only thing i changed in the vale body was the gaskets.

May be obvious, but are you moving the gear shifter to the correct position. Needs be in the 0 mark

Only thing I can think of is if you removed the valve body.

Check the line on the vacuum modulator. If you bring it up to a fair speed in 2 nd gear  then put it into 3rd / drive back off and see if it drops into 3rd . Is it changing quite hard into 2nd gear ?
