Not sure what the comments on Import approval are about. You can import pretty much anything other than Guns and drugs.
Registration once here is another question......
In a nutshell, if a road going vehicle has any modification that is not factory spec or has changes that were not an option on that year model, it will not be granted an import approval. They don't normally care about wheels. A few years ago, 2 people in Canberra were processing 11-12 thousand import approval requests per year based on one photo of the vehicle. It's a blanket screening system to speed up the process rather than spending hours on each one.
